John (Jack) W. Wilmer is the Vice Director of the DISA Development and Business Center. He provides executive leadership for the full spectrum of development for DISA through the Mission Partner Engagement Office, Requirements and Analysis Office, Enterprise Engineering Directorate, Cyber Directorate, Systems Development Directorate, and Joint Interoperability Test Command. He is responsible for establishing and maintaining the process to identify, specify, prototype, evaluate, prioritize, develop, deliver and evolve cost-effective IT systems and enterprise service initiatives and capabilities for DoD.
Previously, Mr. Wilmer served as the Infrastructure Development Executive for the Defense Information Systems Agency (DISA). In this capacity, Mr. Wilmer was responsible for the development, acquisition, and evolution of DISA’s Infrastructure capabilities. These capabilities include the DoD Teleport program, wired and wireless networks, cloud computing, mobility, NetOps, and cyber defense services. The cyber defense services include defensive capabilities from the host, regional, and perimeter layers, sensors and analytic capabilities, enterprise cross domain services and the DoD PKI program. Mr. Wilmer was awarded the Office of the Secretary of Defense Medal for Exceptional Civilian Service for his work in this role.
Prior to his position as Infrastructure Development Executive, Mr. Wilmer served as the Deputy Chief Technology Officer, Enterprise Services, where he was responsible for defining the architecture and technical direction for all Defense Enterprise Computing Centers and Enterprise Services. He also served as the primary advisor to the Director, Enterprise Information Services on all engineering and technical and programmatic issues in order to provide world-class Enterprise Services in support of the Department of Defense’s warfighters and other defense missions around the world.
Previously, Mr. Wilmer served as the Technical Director, Program Executive Office, Global Information Grid Enterprise Services (PEO GES), for the Defense Information Systems Agency (DISA). Mr. Wilmer was responsible for the technical development, oversight, evaluation, and the incorporation of innovation into the PEO’s enterprise services processes and capabilities.
Prior to his position as Technical Director, PEO GES, Mr. Wilmer served as Vice President, Integrated Defense Systems for FGM, Inc. He was responsible for all operations, including budget, resource and program management, and strategic planning, and he reported directly to the chief executive officer. In addition, Mr. Wilmer continued to serve as an architect, supporting his customers at DISA in the design and governance of net-centric systems. Mr. Wilmer was employed at FGM for 10 years, and throughout his tenure he contributed significantly to both the technical and business success of the company.
Mr. Wilmer’s experience ranges from software design and development to project and program management, and he is a frequent presenter of cloud and net-centric capabilities at nation-wide technical forums. His experience comprises the full software development lifecycle in accordance with DoD specifications, including the transition of client-server applications to net-centric principles.
Mr. Wilmer is a certified Project Management Professional (PMP), and graduated with honors from Princeton University where he achieved a Bachelor of Science in Engineering degree in Computer Science.
